Michigan Department of Human Services could they get my boyfriend for child support?

DHS wants my boyfriend to fill out an affadavit of parentage can they go after him for child support once this filed? I don't want him to have to go to jail because the state wants to sue him for child support. He is currently living with me and has been since our son was concieved and all during his life. But has had trouble finding work like the rest of michigan, plus they were giving me benefits for him as well until our re-evaluation now they don't want to give us benefits until he signs this paper but I am not going to put him in jail just for being a good dad and being down on his luck.
