What kind of business license or certificate do I need to be able to buy wholesale goods and resale?

I want to open up a clothing store in Louisville, Kentucky. What kind of business license, permit, or certificate would I need to be able to rent out a place and sell items. I am in college but I am not majoring in business but would be willing to take cles for a permit or license.
