Is imgsrc.ru legal in countries around the world?

ok i asked this in another category but no answers. well i searched for picture image sites n this came up so i went on it, read the FAQ etc, had a browse and found pictures on children, and the comments on some of these pictures are disgusting, why isnt there admins deleting these comments and to be honest why is there loads of pictures of children on this site? thats why im wondering if its legal or not ???? does anyone know this?
