Should I do Coast Gaurd or Navy?

I want to be a diver or swim and rescue, I DO NOT want to have to deal with people from other countries trying to smuggle. And want the best benefits (not to be greedy we just are struggling day by day) ill be 17 and a senior in a week, i also have my moms premission.
